So far, I've not been able to narrow the cause of the problems with
the scroll bar down to a single file.  What I can tell is that it is
somewhere in the `lisp' directory and not in one of the
subdirectories.  Namely, if I unpack the 21.1 release and replace the
lisp/*.el and lisp/*.elc files from 21.1 with their counterparts from
the 21.0.106 pretest and subsequently configure and make 21.1, the
scroll bar works fine.

However, if I configure and make 21.0.106 and 21.1 unchanged and
*then* replace the lisp/*.el and lisp/*.elc files from 21.1 with their
counterparts from 21.0.106, the problems with the scroll bar are
there.  I suppose some other parts of emacs depend on these *.el and
*.elc files.

Another thing that makes locating the cause of the problems more
difficult is that, although only the following lisp/*.el files differ
between 21.0.106 and 21.1,

  apropos.el
  bindings.el
  calculator.el
  cus-load.el
  ediff-mult.el
  faces.el
  files.el
  finder-inf.el
  frame.el
  gs.el
  help.el
  info.el
  isearch.el
  loaddefs.el
  newcomment.el
  paren.el
  paths.el
  pcvs-util.el
  rect.el
  scroll-bar.el
  simple.el
  startup.el
  tar-mode.el
  version.el
  wid-edit.el
  xml.el,

*all* the lisp/*.elc differ.  I don't know what the difference is; a
timestamp, a version number or more?  Also, a number of the lisp/*.el
files do not seem to get recompiled by `lisp/Makefile recompile'.  Is
there a special reason for this?

Can you give me some advice as how to proceed?
