Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

Filename completion doesn't work. This is easy to reproduce by doing a
"load-file" or "find-file" command. name completion does work for
commands though. I configured with just "-v --prefix /home/emacs21".

This is with the emacs21 tarball I got from ftp.gnu.org, and hosted on 
RedHat 6.2. It was built with gcc 2.95.3.
