http://www.gnu.org/software/emacs and the Emacs NEWS file

I've just built Emacs21 for Windows and have been attempting to
spread this virus ... errr ... release this upgrade to the other
Emacs users (not as addicted as I) within our company.

One of my peers said, "Why should I upgrade? Is it worth it?". My
reply was, well, you could install it and then C-h,n to read the
NEWS file...

It occured to me, surely GNU has posted an up to date NEWS file
on their website, so I browse to

        <http://www.gnu.org/software/emacs/NEWS.20.4>

Only to discover that the NEWS file posted there is not even only
a single patch level out of date...

Yoiks.

For those who might want to see what's in this new major version
before they "buy", why not upgrade the NEWS file available from
the website to the one distributed with Emacs 21?
