file completion fails after --prefix=... in "shell"

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

In previous version of emacs file completion worked after the --prefix=
as in the following line.  (Unless my memory is seriously mistaken.):
./configure --prefix=/lsi/soft/misc

It no longer works.
