It should use whatever the `cultural default' is, as long as that's
technically possible. This is different for different cases, but
clearly there's no reason that the behavior of xterm should influence
what happens on MS-DOS! When I used to use MS-DOS, there was a clear
bias towards using a black-background, but things may be different these
days.
