Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

The Emacs 21.1 NEWS file has on line 766 the following text:
*** The commands to evaluate Lisp expressions, such as C-M-x in Lisp
and a short while after that, on like 784:
*** The function `eval-defun' (M-C-x) now loads Edebug and instruments

This is merely an aesthetic problem, but isn't there a standard for
ordering M- and C- anyway?
