Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

appres Emacs:
Emacs.internalBorder: 15

When internal border value is more or equal to 15, I can see problems
in Emacs window redraw: the mode-line isn't drawn, and the bottom part
of the toolbar isn't either.

launch Emacs:
emacs -geometry 30x20 -q --no-site-file

launch any app whose window covers emacs' one.  Exit this app to
re-expose the Emacs window. the redisplay problem then appears.
