<mouse-1> (mouse-set-point) scrolls the window weirdly in emacs-21.1

<mouse-1> (mouse-set-point) scrolls the window weirdly if clicked
at the bottom line of a window (especially when a few bits of the
the bottom line text are hidden by the mode-line ?).  The cursor
jumps to completely wrong postion, and the scroll amount seems to
coincide with 1/2 of the window height.

Tracked mouse-set-point() with edebug-defun, and thought
the scroll occurs within goto-char().

Mule feature is enabled and enable-multibyte-characters's value is t.
Emacs fired up by "emacs -q".

I am not subscribing the list so please cc: any comment on this.
