In GNU Emacs 21.1.1 (i386-debian-linux-gnu, X toolkit, Xaw3d scroll bars)
 of 2001-10-30 on glynthebearded, modified by Debian
configured using `configure  i386-debian-linux-gnu --prefix=/usr 
--sharedstatedir=/var/lib --libexecdir=/usr/lib --localstatedir=/var/lib 
--infodir=/usr/share/info --mandir=/usr/share/man --with-pop=yes --with-x=yes 
--with-x-toolkit=athena'

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

PC i586
Debian 2.2r3   Window Manager - Blackbox 0.61.1   X Free  3.3.6

If I start Emacs21  either from the Debian menu or from bbrun, then it
crashes if I do C-x 1.  It does this with or without a .emacs file and
when told to ignore the site file.

On the other hand if I start Emacs from an xterm or wihtout X at all, the
above does not happen ie C-x 1 simply leaves me with one frame as
expected.
