It could also mean that the user is using a desktop system where
a) ulimit -c 0 is effective since the average desktop user is not
supposed to know what to do with core files.
b) his Emacs is started from a cute little icon on stderr messages
disappear into some black hole.

In fact, you have to fathom that the majority of systems nowadays are
set up like that per default.
