This is true.  Simply put, the re-opening of the archive was far, far
less successful than I thought it would be.  When the archive was
originally open, having a publically-accessible place on the internet
to store your elisp was rare for most people, I think.  At that time,
this meant FTP.  Nowadays, there are a lot of free web hosting
providers and such, as well as specialized sites like Savannah and
SourceForge.  This, combined with the fact that it was duplicating
functionality with respect to the Emacs Lisp List and Lispmeralda (not
to mention the now-defunct emacs.org), made me decide to close it and
attempt to merge with the former two sites.

Unfortunately, other things have taken up my time, and I think Daniel
Ludlin and Stephen Eglen (maintainers of Lispmeralda and the Emacs
Lisp List, respectively) are in the same boat.  I do hope to finally
get something off the ground with them at some point, though.

For the moment, I think the Emacs Lisp List is the most useful
resource, and it should remain in MORE.STUFF.  The OSU archive can
probably be removed for now.
