Yes, this is a real change.

This is a different problem.  Strangely, process.c called wait3 in
Emacs 20.6 as well, so perhaps some other preprocessor symbol is at
work here.

Could you please post the result of "diff -c emacs-20.6/src/config.h
emacs-21.1/src/config.h"?
