Sorry for the confusion that this caused for you, and thanks for
bringing it to our intention.  As Stefan already said, this has been
fixed in Emacs 21.1 in pretty much the same way as you suggested.

The reason for the odd handling of VC is that it's not exactly a minor
mode, technically.  This can be seen from the fact that its commands
are available globally, for good reasons.  For example, you want to be
able to do C-x v a even if you're not currently visiting a file under
version control.  VC is more like a general Emacs feature that is
available everywhere.

I agree, though, that a user who sees "CVS-1.23" in the mode line will
think that it's a minor mode like any other, and will expect a
documentation under C-h m.  Which is exactly why Stefan fixed it the
way it is now in Emacs 21.
