emacs 21.1 with emacs support has quite annoying property.

If there's an image somewhere in the buffer positioned at the bottom of the
window, moving cursor upward line by line will scroll the image accordingly
downward so that only the upper part of that image can be shown.

If, on the contrary, the image is at the top of window, moving cursor
downward will not show some part of the image--it will scroll the image as
a whole so that either all the image or no part of the image is shown.

Is this a bug or there's some way to make this behavior consistently?
