customize-face: inverse-video does not work when customizing the menu face

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

I set the custom menu colors as follows:

[X] Inverse-video: Value Menu On
[X] Foreground: Value Menu Color: black       (sample)
[X] Background: Value Menu Color: gray75      (sample)

The result is that the foreground is black and the background is
gray75.  I expected that the colors would be inverted similarly to the
customized mode line face.
