It seems that this is the best solution, indeed.

This *definitely* what Greek users want! All "greek" typewriters,
computers, wordprocessors, operating systems... everything, uses the
convention I described (i.e. "greek-prefix"). 

Another minor point is that, in order to be consistent to the way
greek typewriters behave, then in Greek mode, the 'q' key should
produce the ';' character and the 'shift' + 'q' (i.e. capital Q) key,
should produce the ':' character. The '<' and '>' keys should not be
modified; even in greek mode they must inster the normal characters
(i.e. '<' and '>'), as in latin mode.

So what I propose is to leave the "greek" input method as is, and
define two new ones: "greek-postfix" which is the same as "greek",
modulo the 'q','Q','<', and '>' fixes I mentioned above, and
"greek-prefix" which is what greek users really want. Obviously
greek-prefix must be the default. This way there is no naming
inconsistency anymore.
