Emacs did it from the start, i.e. Emacs 19, when it first started
supporting text properties.

XEmacs got text properties later, and in their infinite wisdom decided
to comment out set-text-properties, because they thought application
writers were unworthy of such a powerful tool.

Luckily, they switched maintainers, and I believe it was included at
least in XEmacs 19.16 (actually earlier, but it was buggy then).
