dired-x functionality default to ON for all interactive emacs sessions

In GNU Emacs 21.1.2 (i386--freebsd, X toolkit, Xaw3d scroll bars)
 of 2001-11-19 on pyrl.eye
configured using `configure  --prefix=/usr/local i386--freebsd'

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

Realizing that the general policy is to leave features OFF unless
explicitly requested by users, I cannot fathom why dired-x functionality
is not always ON for interactive emacs sessions.

Perhaps it should also be ON for emacs batch sessions?  I don't know.

Just a suggestion from a heavy dired-x user.  (Feel free to ignore if it
doesn't make sense in contexts about which I do not know.)
