emacs21: numpad numbers don't work anymore with shift

Just forwarding a bug report about the numpad.  Looks like emacs
doesn't distinguish between S-<end> and <end>, though xev shows that X
still reports them as separate keys (KP_END and KP_1, for example).
Please let me know if this should be considered a bug or not, and if
you don't mind, maintain the -forwarded address so the bug tracker
will have a record of any further information.
