Emacs 21 is very stable for me on W2K.  So please try to gather a bit
more info about these problems, and report them here.  For example,
can you run Emacs under a debugger and find out where does it get
stuck?  Typing C-g or C-BREAK several times might also yield something
interesting, maybe even allow you to recover without rebooting.

Do you have some antivirus software installed on that machine?  If
so, could you please try to disable it or switch it to a less
aggressive mode, and see if that helps?
