telnet mode

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:


There seems to be a bug with telnet mode, such that hitting "return"
results in the appearance of "^M" in the buffer rather than actually
sending a return. 

The bug does not appear to affect all systems. Try for instance 
M-x telnet anguish.org 2222 (this is a mud so you can try it on your
own system

all is fine. 

The other thing which is worth mentioning is that this bug appears to
have been introduced recently, as it does not appear to occur with
emacs 20.1.106   

All of these tests have been carried out launching emacs with 

emacs-21.1 -q --no-site-file or
emacs-21.0.106 -q --no-site-file
