It includes two percent characters.  Here is the value used:

I get this by evaluating the call to
'gnus-mode-line-buffer-identification' below:

      (setq mode-line-buffer-identification
            (gnus-mode-line-buffer-identification (list mode-string)))
      (set-buffer-modified-p t))))

I tried 

    (setq mode-line-buffer-identification '("foo%%"))

which works fine, I get "foo%" in the mode line as expected.
