MULE: incorrect utf-8 recoding

Hallo,

I have configured to use iso9958-2 as native locale.

I have found in emacs 21.1 operation sequence, which causes incorrect
recoding of file and loosing data. It describes three problems in these
steps. They can or needn't be in relation.

Edit native iso-8859-2, save it as iso-8859-2, then Change coding system
for saving this file to utf-8 (first problem, immediatelly before save
coding system returns to iso-8859-2), then open another file in
iso-8859-1 (or copy few characters from other coding table {from its
menu - Unicode, iso-8859-1}) copy/paste it to first one -> you will be
asked for changing coding system, but you cannot select utf-8 at all
(second problem). If you force utf-8 via "Set coding system for next
command" and then simply save, you will obtain damaged file (third
problem).

If you create two buffers, one in iso-8859-2, second in iso-8859-1,
recode them by third party utilities to utf-8, open them in emacs as
utf-8 and perform cut/paste, all works without problems.
