It does appear that way to me:
$ emacs
exhibits the bug, but:
$ LD_PRELOAD=/usr/X11R6/lib/libXaw.so.6 emacs
(i.e. using the plain Xaw instead of Xaw3d) gives old fashioned scroll bars
and no bug.
