If you can describe how to do that with all, or at least some, of the 
toolkits and window managers supported by Emacs, someone here could write 
the code to implement that.  For now, the Windows version can do that, 
but the others cannot.

That's because the way to do that is toolkit- and window manager-specific.

This cannot be described clearly because there's no easy way of doing
