vc-toggle-read-only brokenness

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

before starting emacs:
export CVSREAD=1

Then visit an unedited file under cvs control with C-x C-f C-x C-q to
mark file read/write. vc mode indicates file is being checked
out. Edit file, commit change with C-x C-q, edit commit comment, C-c
C-c. Buffer is left in read/write mode even though file is now
read-only again. Editing the buffer gives no warning that the file is
read-only as emacs 20 did. In fact, the only way to resynchronize emacs
and the filesystem appears to be to delete the buffer and reload the
file.
