That's a highly unlikely explanation. Does this happen only with Emacs, 
with vc.el loaded? I would in fact suspect some misconfiguration of 
Samba. You seem to have a strange collection of technologies (Clearcase 
on Unix with volumes mounted by Samba - so you're going over SMBFS 
through an NFS-like VFS layer to clearcase to the file system - I'm not 
surprised something goes wrong in the combination).

Why don't you use plain old ClearCase attache or some such native NT 
frontend to ClearCase, and cut out the odd mishmash of technologies in 
between?
