EUDC doesn't autoload after configuration

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:


I use M-x customize-group RET eudc RET then I fill in an LDAP server
name and set the EUDC protocol to LDAP.  I believe this should be
sufficient to get EUDC working on my system, but it isn't: I have to
explicitly add a (require 'eudc) to my ~/.emacs file in order to get it
working.
