Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

In the 21.1 release, there is no menu entry in the top row
(i.e., in File Edit Options Buffers Tools Help) that turns off
the neophyte icons below it.  They chew up more than one 
line of usable text area for the sake of gee-whiz icons that
I am content to live without.  "ESC-x apropos icon" gives 
no useful hints on how to rid them from the window.  I have 
never used Sun's Desktop windowing system because it 
does not allow borderless windows (i.e., ones with more 
text area and less system junk).  I am unlikely to put up 
with the new emacs forcing the same thing down upon me.
Please add a menu entry in the top row (i.e., make it easy 
to identify the an attribute that disables them).
