    I couldn't find a form for copyright assignment neither in Emacs 21 
    distribution nor in comp.emacs.* archives.  Where i can find one?  Where 
    to send it to afterward?

If we decide to use your code, we will advise you on what to sign.
There are several kinds of legal papers we use, depending on the
situation.  It would be very unreliable for each contributor to try to
figure out how to do this--I expect 10% of them would do it wrong.

So instead our system is that the package maintainer looks at the
contribution and then tells the contributor which papers to use for
it.
