I didn't notice, on first reading, the implication that Windows XP
actually made the difference here--I thought that was just helpful
background information.
In that case, there is a simple solution: switch to GNU/Linux
or another free operating system. That's what you have to do
if you want freedom.
But if someone figures out what the problem is, and sends a patch, we
can install it. It is surprising that the choice of operating system
would make a difference for something that is entirely internal to
Emacs, like ediff-buffers, while a similar operation that does
interact with the system (ediff-files) works correctly.
