I think this is a wild exaggeration, that's grossly unfair towards
Emacs development. Emacs is generally extremely conservative in
turning on features by default.
So if there is any attitude regarding this, it's the opposite of what
you claim.
However, asking for no changes at all means asking for no progress.
I'm sure you don't really want Emacs development to stop.
