Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

Seems there's some change in emacs 21.1 with partial-completion-mode.
(Tried the following on HP and SUN)
Lets say I have the 2 files "~/test" and "~/test." in my home directory
(and no other files starting with "te").
In emacs 20.7 when I enter C-x C-f ~/te<space> the file name is expanded
up to the dot, in emacs 21 the filename is expanded including the dot.
