Don't forget that he calls continuation markers "fringes".  So yes,
Emacs-20 does do it.  I must say I like the idea of calling both the
fringes and the continuation markers "fringes" since there really isn't
any good reason to call them differently (unless the fringes are meant to
evolve into some other direction maybe).

But the two methods do the same thing.  It just happens to be implemented
differently and to be visually slightly different.

I think he only wants the behavior and naming to be unified.
Whether the code is the same or not is a secondary concern.
