terminal-emulator doesn't like menus

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

Nothing terribly deep here, but it would seem to me that in
terminal-emulator mode, I ought to be able to use the File menu to, say
"Close (current buffer)".  This is not the case.  Instead, it sends a C-x
C-k to the terminal.  Not a huge deal, but somewhat unclean.
