Version 21.2 is currently in pretest, and hopefully will be released VSN.
The version of NEWS on the release branch does refer to a few changes
specific to v21.2.

IMHO, not before Emacs 21.2 is released and we can judge whether it is
stable enough to stop actively maintaining the branch. If it isn't
stable enough, 21.3 will be released from the branch as well.
Working on 2 releases at the same time is something I think we cannot
afford, given the resources.
