That was supposed to be a joke...
Cf. the message printed by GNU Tar when it is invoked incorrectly:
"Cowardly refusing to create an empty archive"
The ``cowardly'' part is there because in most cases, creating an archive
would result in a disaster, overwriting user files etc.
Similar disasters could happen if Emacs would try code conversions in
dubious cases.
