What do you mean?  The way etags would handle a #line directive would be
to set the tagged file name (in the TAGS file) to the name mentioned in
the #line directive, and to obey the line number.
   
   So I would say: yes, let emacs handle #line - if the source file is
   readable (and older than the current file) -- and if it is in a
   format which is supported by etags.
   
I was speaking of etags (the C program), not etags.el which is executed
by Emacs.  The proposal was to handle #line directives in source files
when generating a TAGS file.

It seems to me that instead you are proposing to let etags.el handle
this, but I cannot see how, unless you change the TAGS file format.
