startup adjustment of frame size for toolbar

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

If you specify no tool bar in your .emacs file and try to establish
a size for a frame, your size is reduced by the size of the toolbar
even though you do not want a toolbar.
