It seems like MULE artifact (the adding of the 0x81 bytes). IIRC Eli
Zaretskii had fixed it but anyway you can try to invoke Emacs without
mule (emacs --unibyte, on PC: runemcs --unibyte) or you can try to
visit the file literally (by M-x find-file-literally) before entering
hexl-mode.
Eli must be busy somewhere else if he did not respond by now.
