edit window 2 electic buffer list problem

In GNU Emacs 21.1.1 (i686-pc-linux-gnu, X toolkit, Xaw3d scroll bars)
 of 2002-01-31 on localhost
configured using `configure  --prefix=/var/local/jdee2.9'

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

I do C-x 2 to split my edit window up into edit 1 and edit 2. From
edit 1, I do C-x C-b to invoke electric-buffer-list. It
works fine. But if I do C-x C-b from edit window 2,
and invoke electric buffer list, it causes a problem.
The problem is that now I can no longer navigate to
edit window 1 from edit 2. From edit 2, I can still 
navigate to the side panels (source, directory, etc),
but not to edit 1 (not using either C-c . 1 or C-x o).
>From the point of view of the keystrokes, it is as
if, after invoking electric buffer list in edit 2, 
there is no longer an edit window 1. It would be great to
be able to use ecb and electric buffer list together.

Also, it would be great if there were a keystroke to 
open a buffer in edit 2 (from source panel).
