Bug in format-time-string in emacs 21.1?

Hi,

I think I've found a bug in the format-time-string function. In the
documentation it says that the construct %h gives the abbreviated month name. I
doesn't seem to work with 21.1. The %b construct still works.

I've tried it with some different locales set, but it doesn't seem like that's
the problem.

I use the version 'GNU Emacs 21.1.1 (i386-msvc-nt5.0.2195) of 2001-10-22 on
buffy'.

/Martin
