This is not an undocumented change in mapconcat, but rather a
documented change in concat.  See the NEWS file:
** Code that uses `concat' with integer args now gets an error, as
long promised.

The solution, of course, is to use
(mapconcat 'int-to-string '(1 10) ", ")
