scroll-all-mode problems

There's a long-standing problem with the page-{down,up} commands in
scroll-all-mode (used to be called "scroll-lock-mode"). To reproduce:

C-x 3, and visit a file in each buffer
M-x scroll-all-mode
M-x scroll-all-page-down-all

You'll get:

Wrong type argument: commandp, fkey-scroll-up

(or a similar error for scroll-all-page-up-all)

traceback:

Debugger entered--Lisp error: (wrong-type-argument commandp fkey-scroll-up)
  call-interactively(fkey-scroll-up)
  scroll-all-page-down-all(nil)
  call-interactively(scroll-all-page-down-all)
  execute-extended-command(nil)

This is on Emacs 21.1, running on Solaris 2.5.1, though it appears not
to be platform dependant in any way. Line-by-line scrolling works
fine; it's just the paging commands that behave this way.
