Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

I have the following 2 lines in the c:\.emacs file

(global-set-key (quote [f9]) (quote view-scroll-line-forward))
(global-set-key (quote [f10]) (quote view-scroll-line-backward))

trying to use f9 or f10 produces the message that the functions are "void".
