Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

Hi,

I noticed some weird behaviour when I want to select some text in a
buffer with the mouse.

Open a file, a couple of hundred lines long.
Go to the bottom of the file.
Select a point in the file with the mouse and drag your mouse upward
until emacs has scrolled a few times.
Drag the mouse downward until emacs scrolled at least once.
Drag the mouse upward again. Emacs will suddenly jump to the bottom of
the buffer.

I experienced this bug, running "emacs -q --no-site-file" on
intel running GNU/linux
alpha running OSF
Sun   running SunOS 5.8
HP    running HP-UX 11.0
SGI   running IRIX 6.5
