make-frame-on-display returns BadAtom error

  value of $LC_TIME: en_GB.ISO8859-15
  value of $LANG: en_GB.ISO8859-15
  locale-coding-system: iso-latin-9
  default-enable-multibyte-characters: nil

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

(make-frame-on-display "phenakite:0.0")
returns 
x-create-frame-with-faces: X protocol error: BadAtom (invalid Atom parameter) 
on protocol request 18 [3 times]

make-frame-on-display works successfully on our previous Emacs versions: 20.7, 
20.3 and 19.29.
