vc-workfile-unchanged-p is not autoloaded

In emacs-21.2 vc-workfile-unchanged-p is not autoloaded. This
function is defined in vc.el. It is used in vc-sccs.el, but this file
doesn't explicitly load vc.el. Therefore, when editing files that use
SCCS it is possible that this function is called before it is defined.
This only seems to show up when used with BitKeepers conflict
resolution stuff. Not sure why. If this isn't completely obvious to
someone I'll dig deeper and come up with a test case.
