Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

Win32 version of 21.2 has a serious redisplay bug, which makes Emacs
completely unusable (all things hang for a period of time, until 
mouse is waved somehow while prompting, scrolling etc.)

The bug can be demontrated simply setting

    (setq track-mouse t)

Do anything in Emacs: load a file, scroll up down, with wheel or
without, Try running ESC ESC : eval command or C-x C-f ... just do
anything for a while and the bug appears. 

    Especially C-xC-e lisp eval yields nothing

Upper frame title blinks rapidly and all stays still for a while.
