Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

In RMAIL, if rmail-enable-mime is set to t and the "Reply-To:"
header is hidden, then (rmail-reply) ignores the Reply-To field,
i.e. the To: field is constructed from the "From:" field, not
from "Reply-To:".

If the headers are displayed (e.g. after pressing `t'), or if
rmail-enable-mime is nil, then the Reply-To: header is respected
and the mail buffer with the reply contains the correct
addressee.

(I tried this with emacs -q.)
